博士毕业于英国曼彻斯特大学商学院(主修公共管理与科技政策)，在此之前，在台湾大学政治学研究所以及台湾大学政治学系取得硕士及学士学位。
同时并担任多个相关研究领域重要SSCI及SCI期刊论文的审查委员，包括Technology Analysis and Strategic Management (SSCI)、Creativity and Innovation Management (SSCI)、Health Research Policy and Systems (SSCI)等。
